Within the framework of the thematic priorities “governance, strategic planning, management of higher education institutions” set for the Asia region within the framework of the ERASMUS + CBHE program, the members of the PURSEA consortium have set themselves the main objective of strengthening the capacity of HEIs partners to define and implement strategic planning in a context of empowerment.
Two processes characterize the university systems in Cambodia and Vietnam: on the one hand, a political will for the empowerment of HEIs driven by the two governments concerned and, on the other hand, a research of HEIs of academic and scientific recognition both nationally and region of the projects they develop. In this context, two observations stand out :
- 1st observation: this empowerment process associated with research for academic and scientific recognition obliges Cambodian and Vietnamese HEIs to rethink the main strategic orientations of their development plans, and therefore the university governance on which their implementation is based.
- 2nd observation: university governance associated with the establishment of a strategic planning process remains an area where operational and contextualized reflection is often insufficient in Southeast Asia: its definition and implementation by a HEI effect of creating the institutional conditions in order to identify, over determined periods, certain issues considered as challenges that the HEI must meet, and the objectives that it sets itself to meet them with regard to its missions and its specificities , whether it concerns its training offer, the research activities that it wishes to program, etc.
