For each HEIs partner in the project, it is a question of defining and implementing a renovated governance model allowing it to become aware of and identify the changes and disruptions that affect its ecosystem, and therefore its own missions and activities. In order to ensure the sustainability of the model to be put in place, it is indeed necessary to build a strategic planning and operational action plans over a period to be defined. It is not only a matter of designing an open university governance model, thought of as a decision-making aid system, centered on responsible management, but also of including in this approach a political will to empower HEIs.

By deciding to meet the challenges related to the definition and implementation of a renovated and contextualized university governance, the HEIs of the PURSEA project are resolutely committed to a partnership and operational strategy, taking into account the diversity of contexts specific to each HEI and drawing on the wealth of expertise of the 7 European partner HEIs.

Through the support of the ERASMUS + program, the PURSEA project aims to pool knowledge and know-how in terms of renewed and contextualized university governance in order to meet the challenges mentioned above, since the determination of the strategic development plan until the implementation of operational action plans, by co-constructing rigorous methodologies accompanied by relevant tools.

The support of the ERASMUS + capacity building program in higher education (CBHE) is indeed becoming necessary to rethink in several and in depth the strategic orientations of the development plans of HEIs according to the degree of empowerment, a multidimensional concept currently in place in these two partner countries: autonomy in the definition of a new economic model, autonomy in the definition of prospective management of human resources, autonomy in the definition of a partnership policy, etc.

This explains why this project is doubly structuring both in terms of its ambition and its scope: through its ambition, the support of the ERASMUS + program creates the conditions for an in-depth transformation of a renovated university governance in relation to the environment specific to each HEI; By virtue of its scope, the support of the ERASMUS + program allows the structuring and development of expertise aimed at the preparation and implementation of deliverables in the service of the strategic development plan of universities. Beyond the duration of the project, it is a question of creating the conditions to allow the two Cambodian and Vietnamese university systems, and the HEIs attached to them, to benefit from an offer of expertise from the deliverables. produced during the project.
